UWRF's Finance and Administration division directs all business, financial and human resource responsibilities for the university. This unit oversees a total budget responsibility in excess of $180 million and ensures institutional integrity with regards to human and financial resources.
The Vice Chancellor for Finance and Administration (VCFA), Dave Ruhland, serves as the chief business officer, providing leadership and direction for university-wide policy development and implementation affecting administrative and financial operations. The VCFA serves as a strategic adviser to the Chancellor and the executive leadership team, recommending financial objectives, policies and practices that ensure a sound financial structure for the institution. The VCFA is also the UW-River Falls Public Record Custodian.

A copy of all contracts or agreements to which UWRF is party must be retained by our campus public records custodian. Once a contract or agreement has been signed, please email a copy to contracts@uwrf.edu along with the basic contract information requested in the Contract and Agreement Cover Sheet.
All logos, seals, wordmarks, names, symbols and slogans associated with UW-River Falls are registered trademarks with the State of Wisconsin and are the exclusive property of UW-River Falls. Use of these marks on items for resale or other commercial purposes or internal use must have university authorization.
The Office of the Vice Chancellor for Finance and Administration is responsible for protecting the use of UW-River Falls marks and for licensing commercial use of these marks. In partnership with CLC Learfield IMG College, UWRF's licensing program provides the university with control over its logos and marks. All artwork must be submitted for approval before production can begin. This policy applies to on-campus units and organizations as well as off-campus vendors.

The University of Wisconsin-River Falls (UWRF) is created and exists pursuant to Chapter 36 of the Wisconsin Statutes. UWRF is governed by the Board of Regents of the University of Wisconsin and is directed by the Chancellor of UWRF.
UWRF has designated a Public Records Custodian to meet its obligations under Wisconsin public records laws. The Public Records Custodian is the legal custodian of all public records maintained at UWRF.
Members of the public may obtain information and access to or copies of public records by making a request of the records custodian during regular office hours of Monday through Friday, 8 a.m. to 4:30 p.m.:

The University of Wisconsin System Administration may bill requesters $.25 for each copy made but will not charge reproduction costs for electronic copies of records that exist in electronic format. A location fee may be charged if the cost to locate the record(s) in question is $50.00 or more. Location fees will be calculated at the hourly salary and benefit rate for the lowest-paid employee capable of performing the task. No fee will be charged for the cost of reviewing records for possible redaction or removal of confidential information. Requests which exceed a total cost of $5.00 may require prepayment. All requests will be processed as soon as practicable and without delay
If your organizational department name needs to change or if there is a reorganization of departments:
- Academic Department Chairs
- Submit your change through Faculty Senate.
- Please notify Deb Schwab, Human Resources, of the pending change so once approved by Faculty Senate and the Chancellor, changes can be made to HR/Accounting systems, the campus directory, department network folders, etc.
- Non-Academic Department Heads
- Submit the desired change via email to David Ruhland, Vice Chancellor for Finance and Administration. Once approved, HR staff will discuss the change with you and ensure all related system and employee changes are made.
- NOTE: Changes only to Shared Financials/WIDSM departments continues to go through Accounting Services.
