2017-19 Pay Plan

The Joint Committee on Employment Relations (JCOER) has unanimously approved the compensation plan for state workers, including eligible University of Wisconsin System employees. The pay plan distribution will be divided into two installments to eligible employees with 2% pay increase effective July 1, 2018, and 2% effective Jan. 1, 2019. From a financial standpoint, this will result in a total, compounded pay plan rate of 4.04%. For employees paid on a biweekly schedule, the installment dates are June 24, 2018, and Jan. 6, 2019; for staff paid on a monthly basis, July 1, 2018, and Jan. 1, 2019; and the beginning of the academic year and the second semester for those employed on a nine-month schedule.

Faculty, academic staff holding an instructional or non-instructional renewable appointment, limited appointees, and permanent and project university staff not represented by a collective bargaining agreement will be considered for an adjustment, if meeting all required criteria. Temporary employees and academic staff holding an instructional or non-instructional fixed-term terminal appointment are not eligible for pay plan adjustments. Any adjustments for these employee categories will have to be considered outside of the pay plan policy and be funded through the campus budget.

All UW institutions are to distribute the pay increase based on solid performance and merit according to institutional guidelines.

Other important criteria to note:

  • Salary adjustments will be considered only for those hired on or before Dec. 31, 2017.
  • Eligibility is based on merit and having a job performance rating of “successfully meets expectations,” “meets standards” or higher on the appropriate performance evaluation. View review forms at
  • Those eligible for an adjustment must be identified by March 2018 in preparation for the Fiscal Year 2019 budget. As a result, supervisors must complete 2017-18 performance reviews and submit them to Human Resources no later than March 1, 2018. (The deadlines for 2018-19 performance reviews will return to the regular schedule.) Please make note of this and plan accordingly.
