Location:  This position is located in Purchasing Services at the University of Wisconsin-River Falls. Salary:  Starting rate is between $17.072 to $20.00 per hour, depending on qualifications, plus excellent benefits.  A six-month probationary period is required.  The pay schedule/range is 07-04.  This position is not represented by a bargaining unit. 

Job Duties:  This professional level position has responsibility to provide administrators, faculty and staff with information on proper procurement policies and procedures according to DOA and UW System policies.  It is responsible for examining, authorizing, and processing purchase requisitions to purchase orders.  This position acts as liaison with university departments and vendors assisting with ordering information, vendor selection, verifying state contracts, problem solving, and expediting delivery.  This position obtains verbal and written quotes and decides when additional bids are needed and assists with bid and proposal processing. This position serves as the Program Administrator for the campus wide Procurement Card Program and Shop@UW. This position serves as a liaison between UW River Falls, DOA, the purchasing card provider and its affiliates.  Responsibilities include, but not limited to, processing procurement card and Shop@UW applications, cancellation of cards and Shop@UW accounts, maintenance of all credit card records, determining monthly spending limits, training cardholders in the proper use of credit card, and monitoring purchases of cardholders.  This position reports to the University Controller under general supervision and functions independently in decision-making.

Job Knowledge, Skills and Abilities:  Knowledge of the State of Wisconsin's procurement policy and procedures, State Purchasing Card Program, and procurement of both products and services.  Experience managing and administering procurement contracts.  Ability to interpret rules and regulations and excellent customer service skills with vendors and department personnel.  Position must have effective negotiation skills; excellent written and oral communication skills; and strong organizational skills with the ability to handle multiple tasks.  Ability to use Microsoft Office Suite: Word, Excel, PowerPoint, and Access Database; PeopleSoft/SFS, WISDM, USBank Access On-Line.  Must have the ability to effectively use all office machines.
