I. Check Out
All materials in the library's circulating collection including books, CMC books, audio tapes, compact discs, records, scores, theses, video recordings , DVDs, and circulating government documents are available for library patrons to check out, take with them and use. All reference materials, all periodicals and newspapers, selected government documents, and maps do not circulate.
A. Patrons to whom materials may be charged:
1. UW-River Falls students
a. If currently enrolled
b. If pre-registered for the next semester
c. During the summer between active enrollment
d. For three months following graduation
2. UW-River Falls faculty and staff
3. Emeriti/retired faculty and staff
4. Students, faculty, and staff from any school in the UW system including extension and extended degree
5. Community Borrowers. (If a person wants to borrow materials but does not qualify for any of the above categories.)
B. Original Charges:
1. For students and community borrowers the following materials circulate for 28 days: books, audiotapes, CDs, records, scores, theses, and government documents. These materials circulate for a semester to faculty and staff.
2. The following materials circulate for 14 days to all patrons: video recordings, DVDs.
3. Items that circulate for 28 days or a semester are subject to recall after 14 days. Items that circulate for 14 days are subject to recall after 7 days.
C. Identification Cards
1. The University I.D. card or the community borrower’s card serve as the official library card and is not transferable.
2. A patron may check out materials only in his or her own name and must present her/his own I.D. card. Exceptions to this policy may be made by the Circulation or Reserve Supervisor.
- Faculty may apply for proxy privileges. They may assign one or more individuals as proxies, so that these individuals can check out materials without the faculty member’s I.D. card. Faculty members are responsible for all materials checked out via proxy or with their I.D. card.
- Students who come to campus and attend classes only at night or on weekends will be encouraged to obtain their University I.D. card at the Food Service Office. As an interim measure, they will be issued a temporary borrower’s card at no charge in order to check out materials. They must show proof of current registration.
II. Community Borrowers
A. A community borrower is a library patron who wants to borrow circulating library materials but is not in one of the following categories: UW-River Falls faculty/students/staff; emeriti/retired faculty and staff; faculty/students/staff from any school in the UW-System including extension and extended degree.
1. Community borrowers pay a $20.00 fee and are issued a community borrowers card, good for one year from date of purchase.
2. Community borrowers must show some a picture I.D. to obtain a community borrower’s card. If a picture I.D. is not available, a form of I.D. that shows a current address will be accepted, at the discretion of the Desk attendant.
3. All overdue, recall, hold, missing, lost, and damaged policies that apply to regular borrowers apply to all community borrowers.
4. Community borrowers are not eligible for interlibrary loan or computer search services.
5. Community borrowers who do not respond to recalls, overdue, and lost notices will be blocked from checking out more materials.
III. Confidentiality of Patron Records
A. Pursuant to Wisconsin Statutes 43.30, library records indicating the identity of any individual who borrows or uses the library’s materials, resources, or services will not be disclosed except by court order or to persons acting with in the scope of their duties in the administration of the library.
IV. Renewals
A. Any circulating material, without a hold or recall placed on it, may be renewed by all valid library patrons.
B. A circulating item may be renewed up to ten times, if no other library patron has placed a hold or recall on the item. When the renewal limit is reached, patrons must bring materials back to the library before the materials can be checked-out again.
C. Items obtained through Universal Borrowing may be renewed one time, per System-wide policy.
D. Renewals can be made without the materials, by presenting the correct I.D. card, by mail, by telephone, by email, or by self-renewal.
E. Requests for renewal of interlibrary loan materials are referred to the interlibrary loan office.
V. Overdues
A. Patrons are not fined daily for overdue materials that have been checked out at the Circulation Desk. Control is maintained by:
1. Sending a series of three notices indicating the item[s] is overdue, and then a lost notice with bill.
2. Renewing materials library patrons still hold.
3. Placing financial holds on the Registrar's Student Information System (S.I.S) for student patrons until they pay the replacement fee for lost materials or return the materials.
4. Suspending the borrowing privilege for community patrons until they pay the replacement fee for lost materials or return the materials.
VI. Recalls
A. The recall process is used to return checked-out material to circulation, usually because it is requested by a patron.
B. Most materials are subject to recall when a patron has had them for half the time that they regularly circulate. For example, CMC textbooks and an AV item could be recalled after 7 days (normal check-out period, 14 days), books can be recalled after 14 days (normal check-out period, 28 days).
C. Patrons are notified when the material they recalled is available. Recalled material is held at the Circulation Desk for seven days and, if not checked out by the requesting patron, is returned to the circulating collection.
VII. Holds and Searches
A. When a patron cannot locate material in the stacks, they may come to the Circulation Desk to inquire about it's location.
1. If the item is found to be checked-out, a recall or hold may be placed on it.
If the item is not checked out a search procedure follows. If the item is found, the patron is notified and the item is held at the Circulation Desk for seven days. If the item is not found after the first search, the status is set to missing and the patron is notified that they may use interlibrary loan to obtain the item.
VIII. Missing Items
A. Items not found on the shelf are entered into the computer system as "missing". These items are searched regularly. If, after one year, they are not located, they are referred to the department of origin for replacement or withdrawal.
IX. Lost, Not Returned by Patron
A. When an item is overdue 12 weeks it is considered
lost. Patrons may not renew lost materials. The patron holding the item
is billed $50.00 for each lost item. The fee for lost Popular Literature
materials is $20.00. Financial holds are placed on the Registrar’s
Student Information System for each student holding lost material. If
a patron has paid the fee and returns the lost material within 3 months,
the lost fee is refunded to the patron, minus a $20.00 processing fee
that is retained by the library.
B. Patrons may present an identical edition of a lost item in lieu of
paying the $50.00 lost fee. These items will be accepted at the discretion
of the Collection Development Librarian. A $20.00 processing fee is charged
if a replacement is accepted.
X. Claims Returned
A. A library patron is allowed one instance of a formal “claims returned.” This instance may be one book or a group of books, claimed to have been returned at the same time.
The patron will be asked to search thoroughly for the lost materials, but the library will assume the patron is acting in good faith and will not charge the lost fee, place a financial hold on the student’s SIS record, or suspend a community patron’s borrowing privileges.
A notation will be made on the patron’s record indicating that they have claimed to have returned material. Should they claim a second time to have returned an item, regular “lost” procedures will follow.
XI. Lost and Found
A. A lost and found box is maintained at the Circulation Desk Items are taken to the Public Safety Office every Thursday if they are not claimed.
B. Recovered student I.D. cards are sent to the Food Service Office.
XII. Refunds
A. Money lost in operation of library copy machines and film/fiche copiers that is caused by machine malfunction is refunded to patrons, up to $.50.
B. Money lost on copy cards is refunded by the Food Service Office.
C. Money lost in the lower level food vending machines is refunded at the Information Desk in the University Center.
XIII. Interlibrary Loan/Universal Borrowing Pickup
- Interlibrary Loan and Universal Borrowing materials are available for requesting patrons at the Circulation Desk.
- Materials are given only to the requesting patron or, in the case of faculty/staff, to their student assistant with a note, Proxy status or faculty I.D. Copies of articles are for the patron to keep. All returnable materials obtained via interlibrary loan are manually checked-out. Those obtained via Universal Borrowing are checked out on Voyager.
XIV. Damaged Items
A. Damaged items are either repaired at the library’s expense or replaced. If the item is damaged beyond repair, the patron is sent a letter of explanation and charged the $50.00 replacement fee. The patron may bring in an exact replacement copy, and is charged a $10.00 processing fee.
XV. Change
In addition to a change machine, change is available at the Circulation Desk. No checks are cashed. This service is a convenience and when no change is available patrons are sent to the Student Center or a bank. Bills over $20.00 are not changed.
