Television Services Copyright Policy

Section 107 of the Copyright Act of 1976. Limitations on exclusive rights:

Fair use:.....the fair use of a copyrighted work, including such use by reproductionin copies or phonorecords or by any other means, for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use) scholarship or research is not an infringement of copyright.

In determining whether the use made of a work in any particular case is fair use, the factors to be considered shall include

The purpose and character of the use, including whether such use is of a commercial nature or is for non-profit educational purposes;
The nature of the copyrighted work;
The amount and substantiality of the portion used in relation to the copyrighted work as a whole;
The effect of the use upon the potential market for value of the copyrighted work.

TV Services Guidelines for Commercial Video Tapes

Tape must be acquired legally by rental, purchase, or by off-air taping.
There shall be no announcement to the general public promoting the showing of the videotape.
No admission fee is charged.
Viewing is directed or purposeful in terms of study, criticism, commentary and discussion.
Tape will not be broadcast on campus cable system without prior written permission.

Copyright policy is an evolving issue: the courts are still defining Fair Use.
