Subject: Health Insurance Requirement for International Students

1.0 POLICY/PURPOSE:

This policy describes the rationale for requiring health insurance for international students and the procedure by which this policy is to be implemented.

2.0 OVERVIEW/BACKGROUND:

According to the United States Information Agency (USIA) 22 CFR 514.14 "Insurance," J-1 principal and J-2 dependent nonimmigrants in residence at United States institutions of higher education are required to obtain specific medical coverage as outlined in these regulations. University of Wisconsin (UW) Academic Information Series 7.1--7.4 "Policy Guidelines for the Conduct of International Programs in the University of Wisconsin System," section C.2, dated September 20, 1993, states "Every international student will enroll in a health insurance program contracted by the UW System or one of its constituent institutions, unless a waiver is granted for comparable or superior coverage." For the purpose of this policy, international students are defined as those with J-1 or F-1 Visas.


3.0 UNIVERSITY RESPONSIBILITIES:

This policy will be carried out through the University of Wisconsin (UW-RF) Office of International Programs with support and assistance by the UW-RF Student Health Services and UW-RF Registrar's Office as needed and other offices as may be indicated.

4.0 DEPARTMENT/UNIT RESPONSIBILITIES:

5.0 PROCEDURE:

All International students (J-1 and F-1 Visa holders) and scholars (J-1 Visa holders), all hereby referred to as “participants,” are required to purchase and have in force the UW System negotiated International Student Injury and Sickness Insurance Plan. Premiums for this plan shall be placed on each participant's University bill. Premium payments will be made by the University directly to the contracted insurance carrier.

It is critical that adequate insurance be maintained. University staff does not have the training, expertise or time/resources to evaluate numerous and disparate polices, either domestic or international, to ensure that insurance policies other than the one negotiated by UW System meet the requirements of UW System and U.S. State Department policy.

No exemptions or waivers of this requirement will be granted regardless of other coverage plans in the participant's home country or for any policy purchased in the U.S.

This policy will apply to all continuing and newly admitted international students effective January 1, 2005.
